Can you help me understand this Health & Medical question?

Department Reporting

The facility in which you are employed is undergoing many changes in senior leadership. You are the lead of the HIS department and it has been asked of you, whom do you believe your department should report to? The CEO of the facility hopes that by involving you in the decision a good fit will be made that will be mutually beneficial to all departments. The Director of Nursing believes that he should be in charge of HIS as there are many nurses in the hospital that use the system. You do not necessarily agree that the Director of Nursing is the best fit for the department. Who do you think the Health Information & security department should report to – why?
