Can you help me understand this Writing question?

After reading the attached handout write a paragraph discussing the necessity of citizen involvement of the political process and answer are the parties virtuous, are the candidates virtuous, why does it matter/should it matter, and does your vote really go to the most virtuous citizen politician that actually speaks and seeks to do public good?
