Analysis resides within the larger intelligence cycle. The intelligence cycle determines the daily activities of the Intelligence Community. It starts with the needs of the intelligence “consumers’ such as policymakers, military officials, and other decision-makers who need intelligence for their activities. These requirements are sorted and prioritized within the Intelligence Community and are used to drive the collection activities of the Intelligence Community. A dialog between intelligence consumers and producers should occur before and continue after the intelligence has been received. The analyst should have some sense of how well their intelligence requirements are being met and address any adjustments that need to be made. Feedback assesses the degree to which the finished intelligence addresses the needs of the intelligence consumer and will determine if further collection and analysis are required.

Discuss the organizational structure of the Office of the Director of National Intelligence – do you feel the structure and direction of the agency is aligned to achieve their mission.

As explained by the Office of the Director of National Intelligence (ODNI), “the Director of National Intelligence serves as the head of the U.S. Intelligence Community (IC), overseeing and directing the implementation of the National Intelligence Program and acting as the principal advisor to the President, the National Security Council, and the Homeland Security Council for intelligence matters related to national security. The IC consist of seventeen member agencies/organizations (Office of the Director of National Intelligence. (n.d.).” Created in the wake of the intelligence failure that allowed the September 11 attacks to take place, the ODNI has been highly criticized during the short time it has existed. The national intelligence director was envisioned to better coordinate the work of the intelligence community and resolve differences between rival spy agencies. While the ODNI’s mission is to “Forge an intelligence community that delivers the most insightful intelligence possible,” its efforts often fall short of the mark. The ODNI’s main problem stems from hamstringing compromises that Congress struck in order to pass the legislation. In the months and years following 9/11, America’s leaders had a clear mission, prevent another terrorist attack. At the time, the 9/11 Commission’s assumption that all intelligence should be united into a single national mission seemed reasonable. Therefore, the Intelligence Reform and Terrorism Prevention Act (IRPTA) was drafted quickly to ensure fast Congressional passage. However, the principal committees responsible for the bill’s final language did not thoroughly consider the implications of the largest reorganization of the Intelligence Community since the end of World War II. The resulting legislation was full of unworkable compromises.
